Scent Border is made by Milleuno Co., Ltd., a company registered in Korea that builds free reference tools for the beauty and fragrance trade, by people who spent years with the Gulf fragrance houses, where oil, wood and mist share a counter, and who now work inside Korean cosmetics manufacturing.
Why it exists
The rules are public, but they sit in two ministries, three layers of law, a 150-page notice and two agency PDFs from 2022, all in Korean. A brand that already sells perfume in Korea finds out about the second law when customs holds its diffusers. We drew the line once, in English and Korean, with the article under every step.
What it is not
We are not a law firm, a testing laboratory, a reporting agent or an importer. We test nothing, file nothing and give no classification opinion. We are not affiliated with MFDS, the Ministry of Climate, Energy and Environment, KEITI, Korea Customs or any laboratory, and we recommend no manufacturer or laboratory. Nothing is sold on this site.
